Update to Go 1.25 (#1018)

Browse Source 
Update CI workflows to test against Go 1.24 and 1.25, and use Go 1.25 for
coverage and release builds.

### Summary

- Notable improvement: UnmarshalDataset/canada shows a 4.26% speedup
